When looking at the broad landscape of human rights, a critical question emerges, especially for intersex advocacy organizations: How do we take a sprawling regional movement and effectively adapt its strategies to meet specific, localized country-level needs?
The recent transformative collaboration between Intersex Asia and Pride Bhutan provides a powerful blueprint for bridging this gap, demonstrating how to localize an expanding regional movement while respecting the local context.
Regional vs. Local Challenges in Growing an Intersex Movement
Introducing and nurturing an intersex movement can introduce unique challenges when moving from the regional to the local level. Regionally, the focus is often on cross-border, universal policy advocacy, dismantling systemic stigma across varied cultures, and building frameworks for human rights recognition. Locally, however, not only the language but the objectives are often more personal and deeply cultural.
In Bhutan, these local challenges became painfully clear in 2024. Tenzin Gyeltshen, Executive Director of Pride Bhutan, shared a heart-wrenching account of a mother refusing to feed her intersex infant due to a lack of understanding and deeply ingrained societal stigma. This critical inflection point highlighted the urgent need for a localized intersex-focused awareness program, tailored to Bhutan’s social and political landscape.
A Long-Term Initiative Driven by the First Step: Strategic Intersex Awareness Raising
Rather than imposing a top-down regional directive, Intersex Asia and Pride Bhutan embrace a ground-up approach, inspired by the urgent necessities identified at the country level. We recognized that sustainable advocacy must be led by local voices. Therefore, the collaboration was structured not as a temporary intervention, but as a foundational, long-term capacity-building initiative.
To effectively introduce the movement, we needed a practical and strategic stepping stone to “test the water.” This critical first step was awareness raising, launched through the impactful “I campaign.” This was far more than a general social media push. It was a highly customized, cost-effective campaign that successfully merged Intersex Asia’s region-wide, educational-ready resources with Pride Bhutan’s precise understanding of their domestic audience.

By creatively adapting these materials across localized social media channels, we created a deeply resonant message tailored to the unique experiences of intersex individuals in Bhutan. Furthermore, through this initiative, Pride Bhutan officially integrated “intersex” as a recognized sex marker on their member registration forms, a vital act of affirming identity and reaching the community directly.

Establishing a Baseline to Define Intersex in Bhutan
How did the local community respond to this introduction? The reception was greatly positive. The tailored messaging successfully introduced the public to the fundamental aspects of the intersex movement, dispelling stigma and promoting human rights.
Crucially, the campaign sparked engagement. As the audience digested the information, new, localized questions and specific community needs arose from the dialogue. This interactive feedback loop is the most vital data produced by the campaign. It transitioned the community from passive observers to active participants, establishing the qualitative baseline that will direct all future, deeper stages of the collaboration.

Equipped with this initial baseline data, our partnership is well prepared for the next stages.
- Strategic Integration: Pride Bhutan is drafting its upcoming five-year strategic plan (commencing in late 2026), prioritizing the inclusion of intersex advocacy and support into its core activities.
- Ongoing Support: Intersex Asia will continue to assist Pride Bhutan in utilizing the newly gathered local data to advocate for robust policy protections and legal recognition of intersex rights within the country.

This collaboration was an important lesson for us. By continuing to work with country partners such as Pride Bhutan, we can ensure that every intersex individual at the country level and beyond is recognized, respected, and celebrated as a natural part of human diversity.
